TEMPEST model: identifying the drivers and barriers to eHealth adoption and diffusion

The research conducted by Warwick Business School introduces the TEMPEST model,
a framework that captures the complexity and diversity of healthcare systems across
the European Union. The TEMPEST methodology consists of the following seven dimensions:

TEMPEST allows policy-makers, healthcare professionals, citizens and technology providers to compare and contrast eHealth across and within Member States of the EU. The methodology thus helps the user identify strengths, weaknesses, opportunities, threats in the eHealth landscape.
The TEMPEST model was applied to 12 EU countries: Belgium, Denmark, France, Germany, Italy, Malta, Netherlands, Poland, Romania, Spain, Sweden and United Kingdom. Some initial findings from the report include:
- Each country faces a different set of opportunities and barriers in its transformational path towards Enabling Technologies for eHealth.
- Broad opportunities exist to introduce enabling technologies such as cloud computing, Electronic Health Records, Personal Health Records, Telemedicine, and Computer Physician Order Entry Systems.
- Some countries are more ‘agile’ and ‘flexible’ compared with others that display a more conservative, rigid profile.
- Less technically-advanced EU member states, with lower health expenditure per capita, may develop ‘leap-frogging’ strategies by adopting the latest enabling technologies, rather than focusing on the interoperability of legacy technologies with newer ones.
